By applying Distributive Property , the first set of parentheses is preceded by a minus sign. Because of the minus sign if you remove the parentheses you need to change the signs of the terms inside the parentheses. And then multiplying $2$ times each of the two terms in the first set of parentheses. we will get ,
$ \Rightarrow - 2a - 6b + 4(2a - 3b)$
Now, multiplying $4$ times each of the two terms in the second set of parentheses.
$ \Rightarrow - 2a - 6b + 8a - 12b$
Now, combine like terms as ,
$ \Rightarrow 6a - 18b$
